NOTICE OF VOTE – PROPOSED CONSTITUTIONAL AMENDMENTS
In accordance with Article 11 of the GVRDEU Constitution and By-Laws, notice is hereby given that a vote will take place at the November 4, 2026, Regular Membership Meeting on a motion introduced at the October 7, 2026, Regular Membership Meeting.
The motion proposes amendments to Article 8(b) – Executive Board and Article 9(a) – President of the GVRDEU Constitution.
The proposed amendments are presented as one coordinated motion to clarify the respective authority and responsibilities of the Executive Board and the President.
The full wording of the proposed amendments is attached for members’ review and consideration prior to the vote.
In accordance with Article 11, a two-thirds majority is required for adoption of the proposed constitutional amendments.

NOTICE OF MOTION
Motion to amend Articles 8(b) and 9(a) of the Constitution as follows:
These amendments are proposed together as one coordinated amendment to clarify the respective authority of the Executive Board and the President and to remove the overlapping committee-appointment authority presently contained in Articles 8(b) and 9(a).
ARTICLE 8(b) – EXECUTIVE BOARD
Replace the existing Article 8(b) with:
(b) The Executive Board shall appoint all committees not otherwise established, elected or provided for under this Constitution or the By-Laws.
No individual Executive Officer, including the President, shall independently establish, appoint, dissolve or alter the membership of any committee unless expressly authorized to do so by this Constitution, the By-Laws, the Membership or the Executive Board.
ARTICLE 9(a) – PRESIDENT
Replace the existing Article 9(a) with:
(a) President:
Shall preside at all meetings of this Union except where otherwise provided by this Constitution or the By-Laws, co-sign orders on the Treasury, and perform the duties specifically assigned to the office of President by this Constitution and the By-Laws.
The President may carry out routine administrative functions reasonably necessary for the normal day-to-day operation of the Union, provided that those actions are consistent with:
i) this Constitution and the By-Laws;
ii) decisions of the Membership;
iii)decisions of the Executive Board;
iv) decisions made by the Bargaining/Standing Committee or another body in accordance with this Constitution, the By-Laws and applicable law, and within that body’s authority; and
v) applicable law.
The President shall not have unilateral authority to make a decision that this Constitution or the By-Laws requires to be approved by the Executive Board, Membership, Bargaining/Standing Committee or another body.
The office of President does not confer authority to override a properly authorized decision of the Executive Board, Membership, Bargaining/Standing Committee or another body acting within authority granted by this Constitution or the By-Laws.
